Under the domination of the Spanish colonial power in Cuba, trade freedoms were disproportionately restricted and, after that, during the period of the first occupation of the United States, flexible trade rates were maintained. At that time, Cuba experienced a boom in its economy, despite not receiving credits or other economic aids. However, the United States perceived that, under these tariff provisions, it was very difficult to dominate the trade with Cuba and that other European powers, such as Great Britain, were giving it strong concurrent. For this reason, Cuba decided to have a Trade Reciprocal Treaty that would grant it exclusive tariff benefits.
