When new characters entered the scene: councilors and the suplementary elections for mayor in Brasil (2012-2020)

The paper assay as a nomination a candidate in the mayoral election of those who ran as councilor in the ordinary elections, in 2012-2020, especially those who were elected during the City Council period and who act as interim mayor on the occasion of this new election. It discerns those who run for councilor in three groups (elected, substitutes and non-elected) and, based on TSE data, verifies that they form the largest contingent of candidates. It argue the structure of opportunities that this scenario produces, such as the maintenance of the mandate they already exercise, the absence of other competitors who are in the exercise of mandate, the eminently municipal character of the dispute. It also look into the results they have achieved, both for those who run for mayor and for those who aspire to be vice-mayor.
