Abstract
ABSTRACT
This article deals with Cartagena and Porto Belo, comercials ports and Spanish America’s fortifications from the observations of the travelers Ruan Jorge and Antonio de Ulloa in the XVIII century. The author emphasize the estrategic question occupied by these ports in the international context marked by the power relationship between the big marines potencies.
