Abstract

The Management Councils for Public Policies are important tools for the consolidation of Democracy, given that the effective deliberative model social participation and refuses subordination relations. The article proposes to analyze the concepts of Deliberative Democracy applied through the establishment of these councils. From the methodological point of view, the work is framed as descriptive/qualitative research and addresses the way Deliberative Democracy and Management Councils relate. Harzing's Publish or Perish software was used in order to obtain the necessary information for the analysis of the bibliometric profile of the brazilian scientific production on the subject, and Google Scholar publications database was the source of data consulted. A systemic analysis of the selected articles was carried out, whose discussions point to a series of fissures regarding the representativeness of these councils, as well as to their incipient power of supervision over the acts of the Executive Branch.
