Abstract

In federative countries with high regional socio-economic inequalities, the debate on territorial decentralization is central to public policies implementation. With the aim of contextualizing state governments within the Brazilian federative pact in terms of competences, distribution of resources and decision-making autonomy, this paper reviews the interfederative relations and of territorial decentralization since the 1988 Federal Constitution. This review is based on works by federalism scholars in Brazil. It is understood that, by examining these questions, is possible to comprehend the structural potentialities and constraints of state governments beyond their particularities.
