This study seeks to analyze Information and Communication Technologies (ICTs) in the neoliberal context and their implications for digital inclusion, the precariousness of work relationships and public policies aimed at technological democratization. Under this logic, ICTs are presented as tools to promote efficiency and social inclusion. This research investigates whether technologies, in their application, reinforce structural inequalities and serve as an instrument for consolidating market logics. Digital inclusion reveals that, with increased access to technologies, public policies neglect structural and qualitative aspects, such as digital literacy, which can lead to the exclusion of vulnerable populations. In the field of work, ICTs have intensified the flexibility of
labor relations, promoting precarious conditions, economic insecurity and the transfer of risks, in accordance with neoliberal principles.
