Abstract

This article presents results of an investigation under development by researchers of Brazilian, Argentine and Uruguayan Universities. The research methodology were bibliographic and documental studies; use of secondary data; access to websites of the programs and data from the Economic Commission for Latin America and the Caribbean. To discuss the subject are considered: the historical capitalist crises; the intervention of the State for institutionalization of Cash Transfer
Programs as social protection in Latin America and the Caribbean. The outcomes pointed out the enlargement of the focalized cash transfer programs; creation of emergence programs to meet the economic and social consequences
generated by the Covid-19 pandemic. Despite of the increase of the debate, it was not identified the implementation of the Universal Basic Income, with principles of universality and unconditionality.
