Abstract

Considering urban policies as decisive in the production of space and based on the performance of state and municipal administrations in the infrastructure and public services of São Luís, Maranhão, this text discusses the logic of the division of urban competences between the federated entities in Brazil. Based on the characterization of the Brazilian State, a product of national conservative modernization, and the recent history of infrastructure and urban services, housing and transport policies in the capital of Maranhão, the text finds that state and municipal urban policies result from a historic local pact and reproduce the two circuits of the city's economy in peripheral countries with combined public actions that guarantee and deepen spatial segregation, social inequality and political domination in São Luís.
