Abstract

This work refers to a study of the National Science, Technology and Innovation Strategy – 2016-2022, whose objective was to demonstrate how the formation of scientific competences appears in the context of the current STI guidelines for economic
development and of Brazil. It is an interdisciplinary, qualitative, documentary, analytical-descriptive research, which made it possible to demonstrate that the requirement for high-level human resources, inherent to the composition of the SNCTI requires, due to its complexity, the articulation of public policies in order to position Brazil among the most developed countries in this sector, as well as to strengthen the bases for socio-productive development. However, despite the regulatory progress experienced in recent years, in practice, regional asymmetries still persist with implications for the production and access to STI.
