Abstract

Citizenship in Brazil at the time of dictatorial political distension involved rights claims, from the essential sayings to demands for representativeness in a process of democratic construction and consolidation of the 1988 Constitution. From this context, we discuss, through a qualitative methodology, theoretical aspects about citizenship and how basic sanitation as a social right can contribute to the strengthening of citizenship, as it is an essential service for survival, health and maintenance of conditions worthy of life. At the opposite pole, it discusses how the advent of neoliberalism in Brazil and more recently the attempts to dismantle social rights in the post-coup period of 2016 caused the reduction of rights and the weakening of citizenship.
