Abstract

The article presents research results on the process of participation of social movements and civil society
organizations in participatory health policy institutions in the state of Espírito Santo (State Health Council), in the context of the resurgence of authoritarianism and the emergence of the COVID-19 pandemic between 2019 and 2021 in Brazil. It analyzes how the council functions, the agendas of its meetings, how it has communicated with the public, decisions taken, and how the participatory process has been affected by the conjuncture of the deepening tendency towards detachment in relation to society and the need for improvements in health services. This is a case study based on non-participatory observation of board meetings, monitoring of its publications, and analysis of the minutes and normative acts for the years 2019, 2020 and 2021.
