Abstract

This article is dedicated to emerging reflections on “State terrorism”, based on the narratives of people who experience situations of institutional violence on the outskirts and reside in Fortaleza, capital of the State of Ceará in Brazil. The data are the results of discussions in a focus group held with young people, families and professionals who work in public policies
aimed at youth. The concepts of precariousness in Butler and of americanity defined by Gonzalez are central to understanding the pain of the peripheries that boast a decolonial vision of human rights. Based on the conceptions of the State by Mészáros, Wacquant and Agamben, the term “State terrorism” is problematized, no longer based on the conceptual
historiography linked to authoritarian and dictatorial governments, but based on the violent practices of State agents in socalled democratic regimes.
