Abstract

This paper aimed whether the qualitative attributes of the mayor and budgetary factors are related to the volume of additional credits opened in Brazilian municipalities, based on the theory of Political Cycles. It consisted of a descriptive and quantitative study, using an econometric method for analysis. Evidence suggests that the experience and education of
mayors' are negatively associated with the amount of additional credits used in budgets. The findings also show a relationship between the level of collection, investment and financial dependence with these adjustments. The results reinforce that, although human capital and budgetary conditions are relevant to explain the use of additional credits, there is
the presence of opportunistic behavior by mayors' in political cycles with the increased use of this item due to the proximity of elections.
