Abstract

The process of duality of housing in Brazil with use value for survival and exchange value as a commodity, caused the State itself to legitimize the "dream of owning a home" through housing policies. This led to the emergence of a vast real estate market, in contradiction to a significant portion of the population living in precarious conditions. In this sense, contemporary urban dynamics reveal that housing has become an issue often reduced to housing deficit, ignoring structural social inequalities. Therefore, this article examines the housing policies adopted in Campinas, an important municipality in the interior of the state of São Paulo, highlighting the challenge of political decentralization and its implications for regional and local inequalities. To this end, it presents a documentary survey of housing policies between the period of democratization and the end of the Covid-19 pandemic.
