Abstract

This study proposes a systematic monitoring of conditions for the formulation of public policies on employment and income in São Luís (MA) over a 25-year horizon (2025-2050). Based on prospective studies, it identifies the driving forces of change in the local labor market. The methodology includes theoretical analyses, statistical methods (probability vs favorability), and the Cross-Impact method. Questionnaires (quantitative) and interviews with specialists (qualitative) were conducted using the Delphi method. The analyses generated three possible scenarios, illustrated in terms of Motricity vs Dependence, to assist policymakers and stakeholders in decision-making. The system is replicable, with local adaptations.
