SDG4 AND QUALITY HIGHER EDUCATION
a challenge for Angola and Brazil, the countries of the Global South

The Objective for Sustainable Development for Education (SDG4) represents a challenge for the countries of the global south, in particular, the objective for Quality Higher Education (HE). As objective it wants to analyze the referrals made in Angola and Brazil to achieve the goals proposed in SDG4, in particular the Higher Education of Quality. The qualitative research, of an interpretative nature, has as context the HE of Angola and Brazil (countries of the global south). The Document Analysis method took the Incheón Declaration, the 2030 Agenda, Higher Education Census (INEP, 2019), for Brazil, and the National Statistics Institute (INE, 2014) for Angola, as informants of the referrals in the two countries. Bardin’s Content Analysis (1977) helped in the interpretation of the fi ndings. The result showed that both countries adapted their Educational Development Plans, however they continue with the referrals made before the objective established in the SDGs4, justifying the progress already made, but effectively not expanding their investment after UNESCO guidelines.
